>> tomorrow is going to be heavy and widespread. we'll have major changes over the next 24 hours. as you head out, you may need the windshield wipers. that's the view there. when that heavy rain comes in, we will have the threat of flooding and we do have a flash flood watch in effect for the san the cruz mountains and the burn scarred areas. we'll be talking about this and what else to expect as we go into the rest of the week. that's coming up in a few weeks. mike is already tracking the crash on the roadways. >> milpitas, everything clooered up. we'll take you to the north portion. here there's a crash reported. first it said it was blocking two or three lanes.

have a lot to discuss in what they consider are now two different stadium plans officially for the oakland raiders. oakland and alameda have approved an 11th hour plan to build a new stadium in oakland. today's owners meeting in texas is to serve more as an update for the raiders and the san diego chargers. nfl owners may vote on the las vegas plan as soon as next month. from house fire to gruesome crime sene we have new details. an early morning fire has now turned into a murder investigation. detectives believe someone killed a woman inside her home, then set her body on fire in the garage, likely to destroy the evidence. it happened on the 1800 block of grove way in castro valley. the 59-year-old victim lived in the house alone. her husband died earlier this year. neighbors say she was beloved in the community. detectives say so far they have not found the suspect or a

motive. >> it could have been a burglary interrupted or somebody had been watching her, knew she was a widow and targeted her for that. we need to cover that spectrum. that's what we need to do. >> police are not releasing the woman's name. they're checking surveillance from nearby homes hoping for a clue on a suspect. >> there are no answers after authorities surveyed a house with chemicals. they search thad home on view drive in milpitas. they briefly detain and questioned a person who was living there. investigators and crews plan to return there today to remove the chemicals. some neighbors say they often smell sulphur and smoke coming out of the garage. we spoke with one neighbor who lives nearby. >> it's shocking to me. i come here once or twice a week to find out, you know, to be shut down. >> so far milpitas police say

the chemicals are not illegal and they don't believe there's a link to public safety or any link to terrorism. happening today, a man who is believed to have injured a police officer will appear in court. he's expected to enter a plea and a date expected to be set for his preliminary hear. he's accused of attacking an officer with a skateboard. officer chan suffered major head injuries and was released from the hospital last week. 4:35. the city's mental health commission is hosting a public meeting tomorrow night at 7:00 p.m. at the north berkeley senior center. they're trying to finalize an $8 million budget which this year includes renovating a health clinic. they're taking public feedback between now and the hearing. >> coming up, clouds and light

drive from berkeley to emeryville. we have a delay on two of your transit lines. we'll talk about that. the tri-valley, nothing to worry about. thank you very much, kari and mike. the council members are concerning trying to fine caltrans for what they perceive to be excessive roadside debris. they consider if it's even in the realm of legal possibility. caltrans has so far not commented. they have recently stepped up its cleanup efforts. >> also some san francisco college students could have something to look forward to. the board of supervisors just approved $9 million for free college tuition following a public campaign to do that at the city college of san francisco. families shouldn't bank on the free tuition next. a spokesman said he's going to

dodge the rain. that's what we have to do. it's certainly coming. >> we've been talking about this all week. finally we're starting to see the approach of this weather system. it starts off this morning with light rain. you ee seeinging that in san francisco, north bay and also parts of the eeftd bay. look at the mist. we see that at oakland. it's a fine mist once again. it's enough to have to turn on the windshield wipers and it's wetting the streets. so allow extra time to get out the door and get to work this morning. and we have powered up our storm ranger. this is our doppler radar. it gives us better radar detail. we can get a very accurate view and placement of what's happening. so it fills in the radar coverage what other radar may miss and it may also show us what type of precipitation we may have and even picks up on

wind and smoke. we have this very unique tool. we're the only ones that has it for television in the entire world. as it sits on san bern mountain now. that will start the shift farther to the south. but as of now, some light rain moving through parts of northern sonoma county and also solano county as well. that will be what we'll be watching for today. mostly some light showers. and we still see the connection of this storm system well off to the west tapping into deeps of tropical moisture. when it gets here it will be heavy pouring across the area. right now it's in the mid-50s. as you head out the door, it feels mild. we're going have cooler

temperatures. take it in. also a chance to dry out. we will be in between rain later on this afternoon and look at what happens as we go into early tomorrow morning. we start to see the heavy rain lining up and then rolling across the bay area and by tomorrow afternoon that's when it will really be pouring along with gusty winds. we see the potential of sustained winds at 30 to 40 miles an hour. may even gust to 50 miles an hour at the peak of the storm and the potential of 2 to 4 inches of rain all across the bay area. some more updates on that coming up. heading over to mike, an update on a crash in san pablo. >> i have an update, khari. we had two lanes blocked. now two lanes blocked. el portal is a scene where two left lanes are blocked. once you get paste san pablo, everything clears back up heading toward the bay bridge

toll plaza. that's why you have that showing up. in about 20 minutes we'll show up on your travel time there. 23 minutes burke that should improve after they clear a couple of lanes just a few minutes ago. the rest of your approach is toward the bay bring. i want to talk quickly about the transit system. we're reporting a minor delay. 20 minutes reported at most, but it's recovering out of daly city. overnight took a little longer there. they're warning you for capital corridor. those trains may be up to a 20-minute delay because of a project going on until the 21st. the east bay toll plaza shows you mist and drizzle as well. that's what we're watching for. >> i know you know this next guy pretty well, alan thicke, one of television's beloved dads of "growing pains" is being remembered this morning. a family publicist confirms thicke died yesterday afternoon of a heart attack.

the canadian born actor was playing hockey with his youngest son carter when he started to feel ill. so they called 911. an employee at the ice rink said thicke appeared to be okay. >> he was talking to the paramedics. and at one point before they took him out, he was talking with his son because his son was there at the time and they were tracking -- he said, you should take a picture of this, you know, him on the stretcher. he was in good spirits when he left, so we didn't really think anything. >> very sad. carter thicke tweeted this out. today i lost my best friend and my idol and the world lost one of its finest. you are a legend. i love you, pops. until next time. he's survived by his wife including three sons including robin thicke, the singer. >> that's sad. >> even at the end he was loving. donald trump is expected to meet up with several tech

his home in 2004. laura, it's been a while since we saw new developments in this case but 20 years later detectives are looking at new dna technology in the cold case killing of 6-year-old jonbenet ramsey. this comes after a local media uncovered flaws in previous dna testing. now the boulder county district attorney says that they're looking into more sophisticated technology. the new test can tap into fbi databases that includes genetic profiles from more than 15 million known offenders. jonbenet was found dead in the ramsey home the day after christmas in 1996. coming up, the rain is coming. wh will we be ready. >> we'll have light rain today, heavier rain today. king tides will be causing coastal flooding. we'll talk about the rising river levels and street
